Would be awesome to get all of us a korean client and start to play!! Someone discouraged me though, and said it was very hard to play with the lag. So I don't really know if I'm ready to use so much money because I'm unable to be patient.

Haha yeah but there only a client, not accounts.
It is easy to get a korean social number (KSSN), but you also need a korean phone because they will call you for confirmation.

It seems I would not buy a kr version (no much fun to play a game where I cannot understand anything), but somebody might find it useful.

There is also a patcher to translate some texts to English, but it´s bugged and unsupported.

I dont understand how I can make an image of my character if I dont even have an account.

Well Acharial doesn't have an image of his character, for example. He just choose an image that he liked.
This can obviously be changed once you have your real character ^^

I was researching how to get a Tera client and account and found this page Get a Teraccount 34$ for an account and 30days timecard
they will verify the account for you worked flawless

So far I tested a couple of classes it seems you don't need a Korean VPN the lag is not as bad as people made me believe it would be
To use the /commands you will need to download the Korean keyboard layout

After you have an Account you can download the client from the official site

although you will probably not understand the language(no Spoilers ) the game is intuitive if you have experience with MMO's you should have no Problems.

VPN is just another point of safety, they sell it too there - $9.5 for a month.

If you keep silence and get a pure korean IP, there would be no reason for ban. I hope whispers are safe if you communicate only each other.

Some more tips if you choose to form/join a group with Koreans you need a working Korean keyboard layout for this
1. Upon joining a group greet them by typing "gd" "ㅎㅇ", This means Hello in Korean
2. Do NOT straight away say that your not korean, just go with the flow, say hello and be silent for a while. Once you have proofed that you know what you are doing, you can ask questions in english, only ask questions if needed. Be aware of the risk
3. If you die, say sorry in Korean "wt" "ㅈㅅ" , once you get resurrected, say thanks "rt" "ㄳ"

Usually there is something like "live chat" on those sites, you can contact them and ask. Sometimes they need to call you to verify something. Last time I bought a wow time card, they called me from USA phone number.

Once I tried to buy something on e-keys.eu, but didn´t managed to commit payment, I asked for help in the live chat and they banned me immediately
